1. KNOW YOUR STOCK ECU AND HOW IT WORKS.
Delphi ECU has 2 modes, ECONOMY (fuel saving and emission EUR4) and FULL LOAD mode (Performance mode), to trigger FULL LOAD mode it use throttle position, there are 2 way
1. Open full throttle more than 90%, once it reach certain RPM will go back to economy mode.
2. Blipping 2 times more than 10% , it will activate FULL LOAD mode for 3s.
Once you change muffler, you change the back pressure, which cause unburned fuel sucked out of the muffler in the valve overlapping.
The pretuned ECU basically reduce the trigger of 1 to 25% of throttle position and add a little more fuel to compensate if you change your muffler (maximum tail out hole recommend for 125cc is 28mm diameter)
The mapping is not that costly but stock ecu, not all delphi ecu can be added base data.
We now have Smart ecu that can tune and adjust by yourself, it is made in Taiwan by well-known racing ECU maker, the ARACER Mini5 that wirelessly control. This support bore-up, up to 62mm Piston (see here

FOR MAX SPEED, there are 3 things
1. RPM (increase rpm can increase max speed but harming the valve and engine 1000rpm give 10% max speed)
2. PINION gear (increase Pinion gear by 1 tooth can give 10% max speed)
3. Rear driving gear (decrease by 2 teeth can give 10% max speed)
In theory, if you do 3 points you can get maximum of 30% max speed, but 125cc wont give you that, my bike is bore up to 170cc and i can do 135km/h
